I was saying, for example the "V8 Supercars Australia" section has V8 Supercar Series, then Development series and so on, which is the right order...V8's at the top being most popular.

But in the "General Discussion", Chit Chat is the most popular of that section but is lower down.

F1 is the most popular in "International Series", but also is lower down in that section, with the non-existant A1-GP at the top.

I think, for 'minor' penalty ones, you should be able to put your side forward before the penalty is given. I can't think of an example right now, but I've seen some people that made a simple error and are given a penalty. I agree that the Mods are too busy to seek explanation for every 'minor' penalty handed out, and think the current is the best procedure...you still have the right to dispute a minor (or any) penalty via PM (and it can be reversed if 'unjust' in their eyes - not the poster's), and this means the Mods only need hear argument from the 'penalised' when the penalised feels there is an injustice, rather than seek explanation for every penalty deemed 'minor' (which in itself is subjective and open to interpretation).

Besides, while the 'investigation' is being conducted, other member's may hassle the Mods via PM to query why a penalty has not been handed out. It could take days for the Mods to receive a response from someone that visits infrequently, and in the meantime they could be bombarded with PM's containing a complaint and a link to the post...further increasing their work-load and response times.

Re your original statement that people who post frequently being unfairly penalised due their post-count, I feel that if you are posting that often then there needs to be swift and decisive action where required - otherwise a poster could run up a myriad of offences well in excess of what could get them banned before it catches up with them. If their posting style is only slightly 'off', they may cop maybe one or two penalties for posts made between reviews of the forum by the mods...if they can commit enough offences to be banned for what they have posted between reviews - then they have a problem...but then again, if it is just poor posting style of a legit 'beginner' as opposed to a serial pest, that would be when I could see the logic in perhaps seeking an explanation or 'schooling them' before handing out the final penalty that results in a ban (say through ignorance they reel off 6 penalty-worthy posts between Mod's having the chance to review).
