would have thought a 3 tyre wall would be better than running straight into traffic? at least slow down a car and stop a bike before re-entry? agree removal of the earth wall was a good call..
The point being that if a barrier/wall/fence was in place there may have been many more injuries than currently.
However now there has been a fatality due to the very thing people have been concerned about for a long period of time, surely it would be negligent to simply continue?
(The focus of my response remains on motorcycling)
that's why i was suggesting a tyre wall (or similar) inside turn 2... Still gives a ton of run off at the fast turn 1 but you can't re-enter and get broadsided at t2... Plus it will make the racers slow some and rejoin properly...

Firstly I am always saddened by fatalities and injury in motorsport.
I am one that has run off at turn 1 when it was grass with the earth wall/track still in place. It wasn't pretty and your choice was ride it out or jump. The removal of the earth bank was a good move as it gave you room to move. I don't like the current gravel/stone pit that is in place and believe a wide sand pit would be better, but only if it is plowed and then graded before each meeting to keep it soft and flat. Wet sand presents an additional issue so some form of deep sump and then pumping is then required. My understanding is that the current gravel/stone pit is a compromise mainly due to cars with fat tyres being able to roll across flat sand easily.
My only other suggestion is to change the track layout by moving turn 1 and turn 2 back (shortening the straight) then changing the transition to turn 3. As a rider I love the current layout and turn 2 is my favorite turn, so don't want to see the character impacted. However if something has to change then better to change the layout than add walls to turns.
